How can I start and stop a running Tomcats web application server.

You could use a <runProgram> action to execute:

<runProgram>
   <program>${tomcat_dir}/bin/startup.sh</program>
   <programArguments></programArguments>
</runProgram>

And

<runProgram>
   <program>${tomcat_dir}/bin/shutdown.sh</program>
   <programArguments></programArguments>
</runProgram>
