The <addUser> action is meant to add user to a directory already created by the installer. Usually this is used to create a user for running a service - and the user's home directory is inside application - such as ${installdir}/data.

To create a regular user with home directory created from OS-specific template, the built-in commands should be used - such as adduser on Linux systems. It will create home directory and copy template.
