I ran my installer in unattended mode, but I notice my actions in finalPageActionList didn't get run. In order to support both GUI and unattended mode, do I have to move the actions to postInstallationActionList?

The finalPageActionList is not executed in unattended mode (the same way pre/postShowPageActionList are not executed). As you mention, you can use the <postInstallationActionList>.

    <actionGroup>
          <actionList>
               <!-- Actions executed in unattended mode -->
          </actionList>
          <ruleList>
              <compareText>
                 <text>${installer_interactivity}</text>
                 <logic>does_not_equal</logic>
                 <value>normal</value>
             </compareText>
          </ruleList>
    </actionGroup>
</postInstallationActionList>
<finalPageActionList>
    <actionGroup>
          <actionList>
               <!-- Actions executed in non-unattended mode -->
          </actionList>
    </actionGroup>

</finalPageActionList>

To reuse the code and avoid duplication you could wrap your actions in a custom action or place them in an external file and use an include
