You can create a symbolic link using a <createSymbolicLink> action. You will have to include a section like the one below inside an action list section of your XML installer project file. 

       <createSymLink>
           <linkName>${installdir}/bin/somelinkname</linkName>
           <target>${installdir}/bin/somefile</target>
       </createSymLink>
