I need to add a shortcut to the start menu, that executes the jar file.

How do I achieve this?

You could use the <startMenuShortcutList> to create a shortcut in the Windows Start Menu, adding setting the java binary in the <windowsExec> tag, and the rest of arguments in the <windowsExecArgs> tag. You can find an example in this link.

Please note that you will still need to bundle your own Java installation or use one already installed in the system.
