I only have a single entry in the start menu - to launch my application - and would like to get rid of the redundant folder it's contained within. Using InstallBuilder 17. Is that possible?

You need to add <startMenuGroupName></startMenuGroupName> to the project but leave it empty. In this way the shortcut folder won't be created.

Then you use <createShortCuts> to add the shortcut to your application to the start menu folder:

  <postInstallationActionList>
   ...
    <createShortcuts>
      <destination>${windows_folder_common_startmenu}\Programs</destination>
      <shortcutList>
        <startMenuFileShortcut>
          <filePath>${installdir}/your_app.exe</filePath>
          <name>your_app</name>
        </startMenuFileShortcut>
      </shortcutList>
    </createShortcuts>
   ...
  </postInstallationActionList>
