Is it possible to create a dependency for the deb build? My application is java and it would be great to just set the JRE as a dependency. If not, what do most devs do (include the JRE within the package)? Any gotchas when creating build scripts that use the included JRE?

The safest approach is to bundle JRE. You can use Java bundles ready to use in InstallBuilder, which are described in Bundling a JRE section of InstallBuilder User Guide.

The java.xml file will not properly work in RPM or Debian builds as it uses actions to set installation directories, which is not possible with RPM and/or Debian. However, you can simply package the JRE/JDK as part of your installation using the contents of the archives.
