Platform : Windows intaller version : 7.0.5

I don't want to create shortcut and create any registry information. thus, set installation type to 'upgrade'.

In this 'upgrade' mode, could I make uninstaller? (uninstall.exe)

Setting the installation mode to upgrade will just update an existing uninstaller (if any). In the case of a fresh install, no uninstaller will be created.

If you just want to get rid of the startmenu shortcut and the registry keys you can use the below:

<project>
   ...
   <windowsSoftwareRegistryPrefix></windowsSoftwareRegistryPrefix>
   <startMenuGroupName></startMenuGroupName>
   <createWindowsARPEntry>0</createWindowsARPEntry>
   ...
</project>
